Lawyer withdraws bribery accusations against judge

City lawyer Peter Mulira has withdrawn his 10-year-old complaint against suspended High Court Judge Oscar Okumu Wengi in which he accused the judge of professional misconduct.

Mr Mulira’s withdrawal is contained in a statutory declaration filed before the Constitutional Court on Friday, in which the lawyer claims that all his complaints were based on hearsay.

Mr Odoki suspended Wengi after an August 18, 2006 instrument from President Museveni which named a Tanzanian retired judge and professor of law, Joseph L. Kanywanyi, a Kenyan judge, Lee Gacuiga Muthoga and two Ugandan senior lawyers, Mr Mulira and Mr Moses Adriko on a panel to investigate Justice Wengi. Mr Mulira later resigned from the tribunal after he was accused of conflict of interest, having been one of the complainants against Justice Wengi.

Mr Museveni later on November 24, 2006 cancelled the tribunal and asked the judge to take early retirement. However, Justice Wengi rejected the offer as “unconstitutional” which “would greatly undermine the Constitutional protection of the judiciary” and later took the matter to the Constitutional Court. The withdrawal of Mr Muliira’s complaint means that the accusations against Justice Wengi are all but no more.

Government sued over sh4b debt Sunday

A Dubai-based businessman has sued the Government over non-payment of a $2.17m (about sh4.1b) debt. Sami Haroona Eisa, the director of Stream Aviation, said he was contracted to ferry UPDF troops for operations in Southern Sudan and Somalia.

In a suit filed at the High Court on January 9, Eisa said the defence ministry has refused to pay his fees after fulfilling his contractual obligations. He stated that in or about December 2008, the defence ministry contracted his company to offer air cargo operations on a charter basis.

According to a December 12, 2008 letter to the director of Stream Aviation, defence ministry permanent secretary Rosette Byengoma requested the company to position four AN-12 aircraft at Entebbe Airbase.

UNBS tasked to pay sh82m

PARLIAMENT has ordered the Uganda National Bureau of Standards (UNBS) to recover salary advances of sh82m given to its staff in the last three years. The bureau was also advised to clear its debts by the end of this financial year.

The Auditor General had in his report criticisied UNBS for granting credit freely and without limits and for failing to recover debts. A total of sh82m was given out as salary advances while sh607m was the debt owed to the bureau by individuals and enterprises to which it had offered services in 2007.

Officials from UNBS were appearing before the committee on statutory authorities and state enterprises to answer questions raised byAuditor General’s office.

Committee chairperson Sebuliba Mutumba demanded to know why the officials had failed to recover the money in three years yet the regulations require such money to be recovered in four months. The MPs also found sh20m was missing from the revenues.

600 families evicted from wetlands

The National Environment Management Authority has evicted 600 families in Ndeija Sub-county, Rwampara in Mbarara District. The families were evicted from Kibuba, Kangoro, Ihoho and Bujaga wetlands last Thursday.

The southwestern region NEMA focal person, Mr Jeconeous Musingwire, who led the exercise, said that a stretch of 500 hectares of the wetland has been degraded.
