MPs throw out Rwabwogo over Chogm publicity cash

MPs investigating the alleged abuse of Chogm money yesterday kicked out businessmen Odrek Rwabwogo and Patrick Quarcoo, whose firms run the publicity campaign for the summit.

Mr Rwabwogo owns Terp Consults while Mr Quarcoo runs Saatchi & Saatchi. The two firms teamed to run a six-month media, publicity and advertising campaign ahead of the Chogm summit.

The duo, led by their lawyer, Mr Charles Odere, were thrown out of the Public Accounts Committee after they failed to defend the absence of their staff, whom the MPs say are key to explaining how Shs6 billion was spent on publicity.

$1.5b oil buyout endorsed Wednesday

THE GOVERNMENT has approved Tullow’s offer to buy out its partner Heritage, according to Peter Lokeris, the Minister of State for Mineral Development.

Two oil fields, blocks 1 and 3A in western Uganda, are jointly owned by Heritage and Tullow in a 50-50% joint venture.

The approval ends a bid war that had emerged over who was to take over the oil fields. Heritage said in December it had agreed to sell its stake to Italian company Eni for $1.5b.

Tullow, however, exercised its right of pre-emption. It announced last month that it was willing to match Eni’s offer; and signed a sale agreement with Heritage for the proposed oil fields.

Japan donates sh500m for education, water

The Japanese government has given Uganda sh500m to boost education, deliver safe water and improve sanitation. The beneficiaries of the grant are Kaliro and Kiboga districts, Family of Africa, an NGO, and Awere Secondary School in Gulu district.

Under the grant, Kaliro district will receive about sh170m to improve primary education, while Kiboga will get about sh160m to boost access to safe water.

Family of Africa, which assists disadvantaged young women in Kampala, received sh90m for the construction of a dormitory block, while Awere Secondary School received sh113m for the construction of a dormitory.

3,000 denied water in Kotido

OVER 3,000 people in Panyangara sub-county in Kotido district were denied water during a peaceful demonstration held by the youth. The youth demanded that the residents produce the assailants who murdered the aspirant for the Kotido LC5 chairmanship.

The district LC5 youth councillor, Cephas Aleper, was gunned down by unknown assailants a week ago. Aleper had expressed interest in campaigning for the post during the 2011 general elections. The district deputy speaker, Judith Napeyok, was also injured in the shooting.

The incident happened while they were crossing Panyangara Bridge, about 3kms from Kotido town. About 700 boreholes were damaged by the youth who were armed with sticks and spanners.
