MPs summon Basajjabalaba over debts

Parliament’s local government accounts committee has summoned city tycoon, Hassan Basajjabalaba, to explain why he has failed to settle debts worth sh4.3b with Kampala Central Division.

The committee heard yesterday that Basajjabalaba’s companies Victoria International Trading Company and M/S Haks Express, failed to remit the money to the council.

Victoria Trading Company was awarded a contract to collect dues from St. Balikuddembe Market. In 2006, KCC dragged it to court which ruled in favour of the council.

Haks Express Ltd owes the division sh30m.

The committee is currently handling audit queries from the Auditor General on the division for the period ending June 2008.

Kanyeihamba sues Mbabazi, Rugunda over Kigezi Bank

Three majority shareholders of the National Bank of Commerce have been sued for allegedly changing its name from Kigezi Bank of Commerce without the authorisation of the financial institution’s other 320 directors.

The trio, Security Minister Amama Mbabazi, Uganda’s Permanent Representative to the United Nations Ruhakana Rugunda and businessman Amos Nzeyi, have been sued in the Kampala High Court Commercial Division alongside the Attorney General.

Mr Mbabazi, Dr Rugunda and Mr Nzeyi are the majority shareholders in the National Bank of Commerce with a combined share holding of about 86 per cent, while the other 320 shareholders – who include Justice Kanyeihamba, former health minister Maj. Gen. Jim Muhwezi and presidential adviser on economic affairs Dr Ezra Suruma – own 14 per cent of the shares.

However, the minority shareholders claim their counterparts who own the majority shares changed the bank’s name without calling for a general meeting to seek agreement on the decision. Mr Lule says the action is unlawful and disrespectful to the minority shareholders.

He says his clients now believe the National Bank of Commerce, which has its headquarters on Parliament Avenue in Kampala, is poorly incorporated under the law because the change of name was not undertaken with their consent. The aggrieved shareholders also accuse their three counterparts of changing the share holding structures initially formed under Kigezi Bank of Commerce without following the proper procedure. The Kanyeihamba-led group is now seeking court orders directing the trio to reinstate the name of the bank.

Teacher arrested over theft

A teacher in Lacor Village, Layibi division in Gulu district has been arrested for allegedly being in possession of stolen property.    

According to the polce, the suspect was found in possession of four stolen video cameras, a CD player and recorder.

Teacher absenteeism in Iganga rises

Teacher absenteeism in primary schools under Universal Primary Education Programme in Iganga district stands at 43 per cent, according to a report by African Network for the Prevention and Protection Against Child Abuse and Neglect (ANPPCAN). The organisation’s research coordinator Anslem Wandega told journalists that absenteeism is caused by the poor pay.
