Three officials were yesterday charged and remanded over the mismanagement of money under Northern Uganda Social Action Fund (Nusaf) amounting to Shs19 million meant for water supply Pallisa District.
The trio include Mr Moses Otimong, the assistant chief administrative officer, Mr Justine Muleni, the chairperson of Kapwatai Community Development Committee (KCDC) and Mr James Kikonda.
The three are charged alongside Mr Patrick Liiya, the Nusaf technical officer and Richard Muleni, the KCDC treasurer. The two were, however, not in court and have been summoned to appear on August 9.
Court said Mr Otimong and Mr Liiya arbitrarily paid Shs19.5 million to M/S Agro Machinery Uganda Limited to drill boreholes in Kapwatai in Pallisa District between 2004 and 2007, causing financial loss to the government. Court heard that the company was also given a tender without a contract and the boreholes were not drilled.
Nusaf projects like the National Agricultural Advisory Services have been marred with funds misuse.

Minister, cyclists fight over Shs20m Museveni grant
A row has broken out between members of Masaba Boda Boda Association and Busia District leadership over the sharing of Shs20 million that was donated by President Museveni in June.
President Museveni donated the money on his mobilisation tour in the district.
This followed a request by Mr Oundo Okombe, a local leader that the youth, who operate boda boda business be given financial assistance.
During their meeting last week in Masaba Trading Centre, the boda boda riders accused the area MP who is also Gender Minister Gabriel Opio, of diverting the money which he allegedly distributed to five sub-counties.
But Mr Opio told Daily Monitor that the money Mr Museveni donated was for the constituency not for members of Masaba Boda Boda Association. He said the youth, boda boda riders and women groups were also supposed to share the money.
He said the President visited the constituency, not the boda boda association.
